Well, I ran restore back a few days and after all that crap I ran updates and it actually updated and runs. I can only imagine it has a mind of its own. MS is so screwed up. I wish it was like the old days of XP.

That happens to me on occasion. I think it is because of network traffic, on my end, the ISP, or at MS. Sometimes if you wait long enough it starts up again, sometimes it times out.
Trying updates too close to Patch Tuesday will do that - too many people coming at it all at once.
I've had success just closing out Windows Update and the Settings window, then opening it again. Sort of like a bump.
Also been know to just restart the PC and try again.
To add insult to injury my cat walked on my laptop keyboard, stepped on the power button and really messed things up! The thing we put up with cats
I ran a restore but it came up lame, but I think it restored enough system files to allow the update to complete. It took a few minutes then downloaded and installed both updates. Mysterious, but it runs okay now.
no probs installing KB4565483 CU on my brother's HP Spectre x360 15 laptop - it automatically & silently installed it
I'll keep using either 1903 or 1909 on there
1909 is a better bet as 1903 is closing in on end of support.
These updates downloaded 7/14. I installed them this evening; the whole process took about 15 minutes, no problems, and so far so good. I've installed the last two updates after disconnecting from our home network and both took less time than I've been used to.

I don't see this posted anywhere else. I ran into it while updating a 1909 OS I had. Looks new today.
