The latest cumulative update includes all fixes from previous CUs. So no, you don't need to manually install the older one.

Well, I just had to let Windows Update apply the latest updates for Version 1909 Build 18363.959 on my ProStar, and according to MS all 4 updates were successfully applied. (I have attached a JPG file showing the 4 updates applied.)
--I had blocked my updates for an extended period in order to avoid Version 2004, and my block period ran out. I've now blocked them again for another extended period, to again delay the imposition of 2004.

I had a couple of small issues (so far):
--I ran SFC, and found that some issues of duplicate folder ownership that I had cleaned up 4 weeks ago were back, so I had to re-run SCANNOW to clean those up again.
--I also found that my default app for opening JPGs had redefined itself to be TWINUI. I fixed that, and will be on the look out for the potential that this may happen with other file types since it also happened once before.

UPDATE: Oh, yeah, I got the new version of Edge as one of these updates - didn't realize that was one of them until afterwords. May roll that one back after I do some research on it.

Installed Patch Tuesday update for Windows 10 Home v1909 yesterday.
    KB4565483 Cumulative, and KB4565633 .Net.
    Smooth install. No problems.

These updates were offered on one machine. The other machines, including this Pro machine, have not had them offered yet.
I normally do not seek updates.

    Update Stuck

Well, this is not unusual; MS updates suck.

    KB4565483 CU Win 10 v1903 build 18362.959 and v1909 build 18363.959-update_stuck.jpg

This happens a lot. I will not elaborate; most of you know how it feels to get an update stuck. The problem is, getting it unstuck.
