Windows 10, version 2004 is available for users with devices running Windows 10, versions 1903 and 1909, who manually seek to “Check for updates” via Windows Update. We are continuing our phased approach on initial availability, as we listen, learn, and adjust. Today we are slowly beginning the training of our machine learning (ML) based process used to intelligently select and automatically update devices approaching end of service. The recommended servicing status is Semi-Annual Channel.

In June we will slowly restart initiating feature updates for devices running Windows 10, version 1809 (the October 2018 Update) Home and Pro editions, in advance of the delayed November 10, 2020 end of service date to provide adequate time for a closely monitored and smooth update process, to keep those devices supported and receiving the monthly updates that are critical to device security and ecosystem health. For more information see the Message Center.

If you do not want to update to Windows 10 version 2004 yet, you can upgrade to Windows 10 version 1903 or 1909 instead for now.

I have a Hyper-V VM that I've kept on 1809 to see how/when it would get forced to update, but it's not seen any sign of 2004. Until recently it had 1909 as an optional update...

...but today that has changed to an automatic update - still only to 1909 though.

v2004 is not fully stable enough for an automatic update from v1809
maybe on 7/14 or later it might happen - these things take time

2004 may have blocks in place for particular machines, but it has not been pulled for everyone. At least, not three days ago when I tested to see if it was still being offered.

To test that I've just restored the 1909 Macrium image for one of my machines that was offered 2004 on the day it was released, 27th May. It successfully updated to 2004 through Windows Update and has been running 2004 without issue since then.
Today, after catching up on 1909 updates, Windows Update still says:
The next version of Windows is available with new features and security improvements.
When you're ready for the update select "Download and install".
My PC was ready for 2004 update, but now it isn't anymore. - post #41
