IMPORTANT We have been evaluating the public health situation, and we understand this is impacting our customers. In response to these challenges, we are prioritizing our focus on security updates. Starting in May 2020, we are pausing all optional non-security releases (C and D updates) for all the supported versions of Windows client and server products (Windows 10, version 2004 down to Windows Server 2008 SP2).
There is no change to the monthly security updates (B release – Update Tuesday); these will continue as planned to ensure business continuity and to keep our customers protected and productive.
What's new for Windows 10, version 1909 and Windows 10, version 1903 release notes
Windows 10, versions 1903 and 1909 share a common core operating system and an identical set of system files. As a result, the new features in Windows 10, version 1909 were included in the recent monthly quality update for Windows 10, version 1903 (released October 8, 2019), but are currently in a dormant state. These new features will remain dormant until they are turned on using an enablement package, which is a small, quick-to-install “master switch” that simply activates the Windows 10, version 1909 features.
To reflect this change, the release notes for Windows 10, version 1903 and Windows 10, version 1909 will share an update history page. Each release page will contain a list of addressed issues for both 1903 and 1909 versions. Note that the 1909 version will always contain the fixes for 1903; however, 1903 will not contain the fixes for 1909. This page will provide you with the build numbers for both 1909 and 1903 versions so that it will be easier for support to assist you if you encounter issues.

This non-security update includes quality improvements. Key changes include:
- Addresses an issue that might prevent certain printers from printing. The print spooler might generate an error or close unexpectedly when attempting to print, and no output will come from the affected printer. You might also encounter issues with the apps you are attempting to print from, such as receiving an error, or the app might close unexpectedly. This issue might also affect software-based printers, such as when printing to PDF.
If you installed earlier updates, only the new fixes contained in this package will be downloaded and installed on your device.
Windows Update Improvements
Microsoft has released an update directly to the Windows Update client to improve reliability. Any device running Windows 10 configured to receive updates automatically from Windows Update, including Enterprise and Pro editions, will be offered the latest Windows 10 feature update based on device compatibility and Windows Update for Business deferral policy. This doesn't apply to long-term servicing editions.
Known issues in this update
Symptom Workaround After installing this update on a Windows 10 device with a wireless wide area network (WWAN) LTE modem, reaching the internet might not be possible. However, the Network Connectivity Status Indicator (NCSI) in the notification area might still indicate that you are connected to the internet. We are working on a resolution and will provide an update in an upcoming release. [ADDED 6/23] The Local Security Authority Subsystem Service (LSASS) file (lsass.exe) might fail on some devices with the error message, “A critical system process, C:\WINDOWS\system32\lsass.exe, failed with status code c0000008. The machine must now be restarted." Microsoft is working on a resolution and will provide an update in an upcoming release.

Cool, I only do "patch Tuesday" security updates, unless these "optional non-patch Tuesday ones" contain "serious" fixes I'm having issues with, this one seems like a pass for me then.
..................and even in this update MS have not provided a solution to the WWAN-issue which has crippled my laptop. Since 2006, I have had Thinkpad T60's which have been updated all along through Win 7, 8 and all subsequent versions of Win10 with no issues. And now, my relatively young Thinkpad T470s is firstly blocked from the 2004-update (with no explanation why) and now left useless with at major functionality for me.

Well, my Dell Inspiron 15 has now finally been updated to Win-10, because of issues I was having with application-focus. Focus of my active application jumping from one open app to the next, making it impossible to write /take notes while on a Zoom call (or any other thing - argh!) The problem came back a couple of weeks ago, post-update to Win-10. I'm about at my wit's end (and I rarely have problems I can't sort out somehow.) And now, I can't print, either. I'm downloading the June 16 released update to hopefully deal with that. Advice, anyone? I'm ready to get a Mac, if I can't sort out these problems. Sorry for the delay in reporting back. I manually installed the KB4567512 update, and my husband also went into device manager and deleted some things that I don't use / need. He also deleted the Synaptic touchpad that had shown up, too, and for awhile most of the application-focus jumping problems were gone. Synaptic touchpad came back, and the focus jumping had returned. The print problem returned as of this morning (day after the Tuesday Patch update??) He deleted the Synaptic thing again, and no more jumping. We'll see. Printing also ok again. (Not sure what he deleted, though, that made the difference there, sorry.) As to the Synaptic touchpad (driver? app?), that seemed to show up when we updated to WinX. We assumed that the Dell touchpad mechanism was sufficient, since it's a Dell machine. Having two different mechanisms for one touchpad seems like it would cause issues. Anyway. Thanks for everyone helping me to better understand.
