I have no idea why Windows Update would offer the version 2004 update and then take away the offer.
Amongst other things, Microsoft use AI to choose who gets offered the feature update. This is continually learning from the telemetry from those who have updated, it probably changed its mind based on new evidence. The ways of AI can sometimes be inscrutable

Windows refuses me to use my own photo on the login screen, everytime it's pushed away by that cave arch by the sea-photo. (Also nice but I want my OWN picture, thank you very much!) Can we count this as another bug on 2004?

Also did with Update Assistant since Windows Update did not give me the option.
No hassle install - just under an hour from start to finish.

Thanks. That worked. Wonder how it became an optional feature.
There was an aborted attempt by MS to make Notepad a Store App. For a while it was there, then they changed there minds again and pulled it from the Store, put it back as regular Notepad, but made it an optional feature. Rationale? Beats me, but that's what they did. Probably the same MS guys and gals that bounced Paint all over the place before they put it back.

Make it your Lock Screen pic. That should do it if I recall. If not, someone will correct me..............

Yes, that should do it. You also need to turn on 'show lock screen background picture on the sign-in screen'. Mine's set to Spotlight and that's what I get at sign in too. Should work equally well for your own picture.
