    They say Future releases will contain the Intel® RST driver only. That's fine since I only use their driver and not the IRST app.

    For a long time now, you are able to download the IRST installation package, and then use the Update Driver button in Device Manager to manually point it to the IRST folder you just downloaded. It will then find and install the AHCI driver inside.
    You do not need to install IRST in order to get the superior AHCI driver.
    The rest of IRST is just a (poor) disk management utility.

    How would one go about enabling and disabling optane with just the driver?

    I believe Optane is another animal. AHCI is the Intel SATA driver for Intel chipset motherboards.
    Optane probably needs it's own driver.

    My laptop uses Link Power Management. I wonder if that can be set without the Intel Rapid Storage Technology GUI.

    Intel is just deprecating IRST, you now need to use the new The Intel® Optane™ Memory and Storage Management Hardware Support Application (UWP) from the Windows Store ... the info is all in the 1st post or the Link provided.
