I had this same issue on my laptop. I clean installed 1909 a week or 2 ago and decided to get it back on the slow ring today. I was greeted with the same error message when trying to update (Laptop was also on 18363.657). The most recent ISO I could find on Microsoft's insider page was 19035 though, so I'm installing that now and hopefully it'll update correctly afterward.
EDIT: Aaaand it still fails to update from 19035.1 with the same error... Downloading the UUP dump for 19041.84 now.

Just made a clean install and things are back to normal here. Nothing went wrong with post installation.

Had to uninstall this update due to multiple sporadic power off / kernel power events. Updates now paused until things settle.
Edit: System totally borked after this update. Whether it was the update or combination of other things on the system, I could barely keep it from shutting down long enough to make a bootable USB with MCT.
Back to 1909 for now.

It does seem that this update was pulled. Fired up a VM on Slow ring and the update is not offered.
Well... I guess I know which build I won't be trying in the morning. Glad I waited.
Looks like they really need to tighten up on the team working on this build.
2 messed up releases in a row... and after taking weeks to address the first one.
Not a good look.
