Anyone can confirm: enabling Mobile Hotspot on PC or laptop and then trying to connect to the Hotspot with another device fails? My smartphone shows that it is unable to recieve an IP aadress from my laptop. Windows 10 built in Hotspot function worked fine in 19041.21, I have not tested clean install or previous fast ring build.
In the midst of downloading at 30% the system suddenly decided that it was up to date. No amount of retries could convince it that it was not up to date. It required a reboot of the entire system to persuade it to start downloading the update afresh and finally to install it.

OK. First, let me say that in my experience, for a successful update you need to restart from within the Settings -> Update and Security screen. Even though the restart option from the Start Menu changes to Update and Restart that won't work.
This was the most "classic" update process over the last few builds. First restart was into Configuring the Update, Second restart was at ~ 30% Working on Updates and last restart was at ~ 75% Working on Updates. There were no "backwards" indications on the progress percent completed. The build seems quite responsive and clean so far.
Two VMs (VMware and VirtualBox) Configuring Update simultaneously on Ubuntu using WU. I'll download UUPDUMP but so far have not needed it.

What do you mean by mobile provider? Why should Samsung S8 or my telecom be blamed, when previously on older build the Windows 10 built-in Hotspot didn't have this issue that smartphone was unable to obtain an IP address when trying to connect to the Hotspot. Anyone else could confirm or deny having such issue?
