I got offered this plus security and .NET Framework updates on WU this morning and installed, but it was definitely slower than most CUs. All OK so far.

Nothing and wait for the next second Tuesday of February.
I did not DEFER something like this (I don't even know how to do that):

    • When I set “quality updates” deferral to zero KB4532695 did not show up.
When I additionally set “Feature Updates” to zero, KB4532695 showed up under “optional updates available”, though I have not installed it yet.
Exactly the same happened to me - I customarily set maximum deferral for maximum control:

Feature updates deferred for 365 days
Quality updates deferred for 30 days
Network (WiFi or Ethernet as appropriate) Metered

In the beginning, all CUs were mandatory, meaning a potential install and restart up to three times a month. Then MS decided to make Patch Tuesday the only mandatory one, and subsequent ones optional.

My guess is that they didn't have a mechanism on the update servers to mark a quality update as optional, so as a workaround they had to mark them as a sort of mini 'feature' update instead. Hence the 'defer feature update' option hides these optional CUs too.

Still haven't seen this CU on 3 different systems. Even "Checking" for updates doesn't present it. I figure sooner than later it may roll in, maybe not.

I think it's a staged rollout as usually. If your not on the release preview program, you might have to wait for a couple of days, maybe even weeks.

2nd Tuesday of each month anyway gives this update with security patches as CU.

You maybe right. But last night before I turned the Laptop off, I decided to take peek at Updates, and low and behold it was there as an optional update waiting for down load. But there was nothing there in the morning. Also this AM I fired up my Tablet, it too was awaiting a download. So those 2 systems are now updated, but the desktop still has not seen it as of yet.
