I got KB4532695 as optional in my 1909 system, but not on my 1903.
    Why ?
You have anything set to block/delay updates in your 1903? Even the Enablement Package should show as Optional in your 1903 if nothing is blocked. Post a pic of your Windows Update screen, where you do the Check for Updates.

I did not block anything in all my three 1903 systems.
I think that is proved by getting KB4534132 automatically in all three.
I also get in all three systems the optional download and install message of the 1909 update.
I can not imagine that I am the only one seeing this.

If you still are not being offered it on your 1903, you can go get the .msu as listed in post #1.

Is that the question? I understood it as a forced update on 1903. Can't remember when optional updates were introduced.

    All he originally said was:

So I took it as not being offered....... nothing about forced anything.

Nothing and wait for the next second Tuesday of February.
I did not DEFER something like this (I don't even know how to do that):

    • When I set “quality updates” deferral to zero KB4532695 did not show up.
When I additionally set “Feature Updates” to zero, KB4532695 showed up under “optional updates available”, though I have not installed it yet.

    That's best then.
