Windows tracks your use. Seems you hardly ever use it between 1-2am, so it wants to change active hour to match the times you do use it and prevent an automatic restart in those hours. I have the opposite problem, my active hours are set for 9am to 9pm, but machines I use irregularly want to change it to some odd time in the middle of the night. About the only way to get rid of the nag is to let it change active hours, then set it back to how you want it. Or you could just ignore it, nothing will change unless you click 'Turn on'.
I tried to "trick it" by changing the hours, even tried 2am to 1am (23hrs)as active, it still eventually complained. 1 hour is the minimum you can set it for and I chose 1-2am since the machine is off. Certainly, I don't want MS doing the hokey/pokey and turn my machine around in the middle of the night after "active hours"

When I went asking, I got both these .Net and 18363.628 updates which installed fine on both platforms.

I suspected there'd be some kind of 'D' release today after noticing this morning at 1AM PST that my Defender Platform had finally updated to 4.18.2001.6-0, which normally happens every month, this one almost 2 months since the last. New verisions often coming in 24 hours before Redmond pushes the CU button at 10AM PST

The one thing I know is wrong with it is that the option to copy and paste in the bar is missing. Other than that, I cant see anything else wrong.

I read somewhere that eventually it will be fixed.
It is fixed. The option to Copy and Paste in Searches in File Explorer is back. This update fixed that issue.

While I've not had the File Explorer search window freeze on me under .628, so far so good, I can still generate these Runtime Broker errors that point to Cortana on demand by typing the 'search-ms:' protocol prefix into the File Explorer path window, a method previously mentioned to force the search window open when otherwise unavailable.

Because it contains no new security fixes. The B Release update on Patch Tuesday is the only one that's mandatory, the C and D releases are optional as the new software fixes they contain are not urgent. You'll be getting them next Patch Tuesday anyway.

    Microsoft said:
At times referred to as our “B” release, Update Tuesday (most often referred to as Patch Tuesday) updates are published the second Tuesday of each month. These updates are the primary and most important of all the monthly update events and are the only regular releases that include new security fixes....

The “C” and “D” releases occur the third and fourth weeks of the month, respectively. These preview releases contain only non-security updates...

They are optional because they are not the regular "Patch Tuesday" ones. If you don't install them now then they will be wrapped up into the normal PT update next time.
