Thank you for the reply IronZorg89. No hardware changes. Windows is Local Account.
Since my post, I tried using the generic Windows 10 Pro Key and then the Windows 7 Pro upgrade key that I used to activate windows over a year ago, but setup would not accept them. Also, looking back at my notes, I did a Repair Install last August without entering a product Key.
The ISO from UUP Dump was the default multi-version ISO, Home and Pro also with N. I am making a new UUP Dump, Windows Pro only version and will try that tonight, plus I will also try a new version 1909 ISO from the MCT if that fails.
Any other thoughts would be appreciated.

It seems that, despite of the improvement, there are still some small issues with the search box in File Explorer;
New Windows 1909 and 1903 updates fix File Explorer search, but it still has bugs | ZDNetFor example, after highlighting text in the search box it still takes two clicks to unhighlight the selected text. Deleting results in the drop-down search results also doesn't work.
And as for Microsoft's right-click fix for File Explorer's Search Box, Rivera's tests showed the box can't be right-clicked until it's activated via a left-click.
Repair install with Windows 10 Pro (only) ISO from UUP Dump ran without asking for a password, so the computer is now at 18363.628. MSFT changed default browser to Edge and also messed up my defaults for photos, but at least I am up to date.
That was the sequence for me too. .Net update appeared and installed yesterday (Tuesday). Today, the Cumulative Update appeared, and was installed successfully.
The Cumulative Update was listed as "Optional". What would happen if I NEVER chose to download/install it? Would it just set there inviting me to download/install, for months and months?
I got KB4532695 as optional in my 1909 system, but not on my 1903.
Why ?
