I recall this happening prior to an earlier major release where slow ring was stuck and people on the prior version in RP or non-insiders were getting relevant patches.

This 19041.21 has all the problems that were fixed in 1909's prior CU. This is supposed to have been sent to manufacturers in December. If so Customers are getting a new PC with a Flawed OS.
