The December 10, 2019 update for Windows 10 Version 1903 and Windows Server 1903 RTM and Windows 10, version 1909 and Windows Server, version 1909 includes cumulative reliability improvements in .NET 3.5 and 4.8. We recommend that you apply this update as part of your regular maintenance routines. Before you install this update, see the Prerequisites and Restart requirement sections.
Quality and reliability improvements
ASP.NET ASP.NET now emits a SameSite cookie header when HttpCookie.SameSite value is "None" to accommodate upcoming changes to SameSite cookie handling in Chrome. As part of this change, FormsAuth and SessionState cookies are also issued with SameSite = 'Lax' instead of the previous default of 'None', though these values can be overridden in web.config.

CLR Addresses and issue where some ClickOnce applications or applications creating the default AppDomain with a restricted permission set may observe application launch or application runtime failures, or unexpected behaviors. The observable issue was the System.AppDomainSetup.TargetFrameworkName is null, leading to any quirks enabling reverting back to .NET Framework 4.0 behaviors.

I had two windows updates for patch Tuesday today.
2019-12 Cumulative Update for W10 (KB4530684)
2019-12 Cumulative Update for .NET (KB4533002)
W10 Update worked fine as well in the past with both but the .NET update will not install today.
I tried uninstalling .NET completely and reinstalling to no avail ... I have no idea what to even do at this point.

UPDATE:
Welp... after 6 long hours of battling Windows 10. I'm not kidding either since I posted the last message when I tried to update and got that error I was trying everything I could do to update the damn .NET framework bullshit an I'm not computer illiterate either, but after a long hard fought SIX HOUR attempt I said **** it and hit the OS with the sledgehammer approach and did a "inplace-upgrade" Now I have to reinstall audio drivers video drivers. by first uninstalling the drivers in safe mode then rebooting back in to desktop just to do a Clean install of proper drivers so I know there will be no issues hardware...followed by setting the correct monitor resolutions and settings as well as audio profiles. then I have to do a few other tweaking. I can't even think of what all I need to actually do to get it back to what we call "normal" thanks to a single Microsoft Update ha. I feel like I alone have the worst luck with windows updates on windows 10. Never had any problems on windows 7. It seems like for me at least I have to reformat or reinstall windows 10 every quarterly season due to random update errors I digress.
