I am on the slow ring. As tar as disk layout I use Aoemi Partition Manager, it can delete partitions from either the left or right of C. Maybe I will get it tomorrow morning.

Future upgrades will probably fail if modify old and new recovery partitions locations, well that was with previous builds.
Maybe telemetry or something else in settings hasn't been enabled or need to wait for some hidden background compatibility checks to complete. Quicker to download the build manually and then install, because 20H1 clean install should be ~20min, but upgrading to recent build can take ~60min.
Must be something. Last time I had the same issue, and forgot about it till the next day, and when I ran update it showed up.

Downloaded an ISO from this build and upgraded my 1909 to try it out since it got rid of the build string displaying in the desktop corner, what usually means we are getting closer to the official release. Everything is working pretty fine and solid here, no bugs at all till now, except the fact that now my SSD have two 500MB recovery partitions.
So far, so good.
If you clean install 20H1 into empty drive, then you'll only have one Recovery partition on the right side. If clean install 1909, then that leaves it to the left. If have backups then you can experiment if deleting, adding extra partition between or moving recovery will stop current build from upgrading in future or how the recovery partition behaves in future. I assume it now needs to be on the right side, right next to C drive, otherwise upgrades will fail.
