    Summary

    Windows 10, versions 1903 and 1909 share a common core operating system with an identical set of system files. Therefore, the new features in Windows 10, version 1909 were included in the latest monthly quality update for Windows 10, version 1903 (released October 8, 2019), but are in an inactive and dormant state. These new features will remain dormant until they are turned on through the “enablement package,” a small, quick-to-install “master switch” that activates the Windows 10, version 1909 features.

    The enablement package is a great option for installing a scoped feature update like Windows 10, version 1909 as it enables an update from version 1903 to version 1909 with a single restart, reducing update downtime. This enables devices to take advantage of new features now. For version 1903 devices that receive updates directly from Windows Update, devices automatically get the enablement package by installing the feature update to Windows 10, version 1909.

    If a device is updating from Windows 10, version 1809 or an earlier version, this feature update enablement package cannot be manually installed. Instead, it is bundled and automatically included with the feature update to Windows 10, version 1909. Note the installation time is not reduced in this scenario.

    Done deal for me. Less that a minute and I'm at 1909 18363.476. Now to go see what new feature are available.

    Wasn't getting the 1909 upgrade after updating 1903 today, so downloaded the .zip and ran dism as instructed, using a customized command line that pointed to the downloaded .cab, which worked like a charm to get it enabled & restarted fast! Having to do it this contorted way on my ASUS B85M-E mobo tower machine is strange, as my old ASUS U50f laptop did it automatically. Everything works without a whimper so far.

    In the screenshot it shows an Optional update for 1909. But not on my Update page!

    In the message I found mention of the Enablement Package and a comment that it won't work unless I already have a a Servicing update and Cumulative update.
    I checked and the first I downloaded and installed but the system informed me that I already had the latest CU.

    After that I restarted and checked for updates again. Zilch! No optional update message. I rechecked version again and it still shows 1903. By the way, I do not have Developer Tools enabled as was suggested elsewhere.

    Upgrade / Enablement from 1903 to 1909


    I hope someone can help. I am still on v1903 and trying to enable v1909 before jumping to 2004/20H2. Since I had not updated my OS (Win 10 Home x64) since October 2020 I decided to apply the updates I missed. I ran Win Updates and was offered 1909 as an optional update, a .NET Framework update, and updates pushed by Dell including a Dell Bios version (that I had previously flashed) and audio drivers. I was not offered any Win 10 cumulative updates. Before running any updates, I researched what was being offered and those that did not apply to my system I hid with the MS Show/Hide utility and then ran the rest through Win Updates. I obtained the missing cumulative (and an out of band) updates from the MS Catalog and am now at 18362.1256. Now, running Win Update I am not offered 1909 and instead am offered 20H2. I found some info in this thread from 2019 about obtaining the enablement KB and enabling using DISM but since this thread has not been active for a while, I want to double check on where I can obtain a clean version of the enablement KB or other way to enable 1903 - without a clean install or loosing any settings or data? Hoping 1909 ship hasn't sailed! Thanks much...

    There has been activity on other threads including on the Microsoft Community forum. There is a percentage of users who have the problem but MS seem to be burying their collective heads in the sand! There have not been any reactions that I know of from them.

    Generally it appears that all the trials and tests from users have run into blank walls. Comparisons of devices and systems have not shown any common denominators that I am aware of. In my case there is one weird thing I have found. My OS Build is 19042.388 which has come from the MS Developer channel - weird as I have never been involved in that, or even looked at it, but that appears to be what WIndows Update chose to install for me at that period!

    Until anything positive is arranged I will leave well enough alone, but just try less drastic solutions when I hear of them.

    Personally while my programmes and data are all running correctly I have not yet done what MS recommend. That is to clean reinstall the OS WITHOUT allowing it to keep any personal programmes or settings at all!

    Thanks for your comments. I'll check the MS forums again. Considering (reluctantly) uninstalling the updates and SSU I applied last week to return the OS back to October build and see if Win update will offer 1909 again. Good to hear your stable on 19042. Cheers,
