Thank you for the link to the forum. I read the thread and what a mess for you! One thought (which I think Saltgrass touched on in the forum) - have you tried downloading from the Microsoft Catalog and installing (if they will) each of the 19041/19042 builds in sequence (I would skip the preview builds because they are not a finalized build) that were released after your current .388, making sure to first install (before each build/update) any pre-requisites such as Servicing Stacks noted on the respective KB for each build? It looks like the next build is 19041/42.450 (KB4566782). You may also want to be sure .NET Framework is updated. I do not know this for sure but it occurred to me that, although monthly updates are said to be cumulative, there could be some bit of code in the updates after .388 that is preventing you from installing the later updates (e.g. KB4579311 and KB4586871) you tried and have failed. I noted you mention in the forum that you never enrolled in the Insiders Channel. For the heck of it you may want to double check your Insider settings:
Setting --> Update & Security --> Windows Insider Program (on the left panel)
I am not enrolled (and I have Diagnostic Feedback set to "Basic") and my screen looks like this:

Update on my end - I found the 1909 enablement update as a .cab file in a thread here by Brink. I followed his instructions to install it using a DISM command, two restarts later, and voilą 18363 is enabled! I empathize with your MS OS frustrations. I've wasted hours and hours over the years sorting out issues that should not be issues. Sadly, MS has yet to develop Win 10 as seamless and generally glitch free OS.
