For anyone answering a post or experiencing problems upgrading to 1909 or after having done so, this could be a good starting point to try to fix things:

In particular I've noted several threads recently where networking (LAN) seems to have been affected.
Ive clean installed version 1909. When I run a Full manual scan with Windows Defender i'm no longer getting a Notification popup about the scan saying no threats were detected. In the past I always used to get this. I am waiting to see if the same thing happens when Windows Defender runs automated background scans as well. Ive clean installed twice to see if it was just a problem with the installation but it has happened on both installations. Im wondering if it is a deliberate change that has been made for version 1909.
Is anyone else seeing this ?

I ran an offline scan a couple of days ago, got to 91% and it ended, no results, just rebooted.
That's normal behaviour mate when you run an Offline scan. When there are no problems you don't see any results. The last time I ran an offline scan at 91% it rebooted into Windows too.

Hi Steve, Focus Assist was on default settings so it was already Off. My 1909 clean installation was done yesterday. I noticed the missing Defender notification late last night when I ran my first manual scan (A Full Scan). I used my PC again today for several hours to see if any automatic background scans might produce a notification..I didn't get any notifications but I don't know if any scans had been automatically done or not during this time. A couple of hours ago I thought I'd try a manual Quick Scan...this time I got the notification. After that, I immediately ran a Full Scan to test again. Again I got the notification. I switched off my PC and powered up again a couple of hours later. Another Defender Notification was there as soon as I signed into Windows. This time it was the Windows Defender Summary notification informing me that my last three scans had produced no threats.
I wonder if it just occurs immediately after a clean 1909 installation after your first scan and then its OK after that?
I did notice too that there was an update to the Windows Defender Antivirus antimalware platform version 4.18.1911.3 installed yesterday after the clean install. My Windows Defender scan which didn't produce a Notification was done several hours after that Antimalware update.
Could it have had something to do with that Antimalware Update..I really don't know..im guessing really. I just know that its something that's never happened before for me on any previous Windows 10 versions

Current status as of January 21, 2019:
Windows 10, version 1909 is available for any user on a recent version of Windows 10 who manually selects “Check for updates” via Windows Update. The recommended servicing status is Semi-Annual Channel.
We are starting the next phase in our controlled approach to automatically initiate a feature update for an increased number of devices running the October 2018 Update (Windows 10, version 1809) Home and Pro editions, keeping those devices supported and receiving the monthly updates that are critical to device security and ecosystem health. Our rollout process starts several months in advance of the end of service date to provide adequate time for a smooth update process.
