I'm pretty much sure I've seen this issue mentioned before on the occasion of earlier upgrades. Worth checking what Uncle Google says about this, methinks...
Thanks for suggestion but I've already done that. The previous "Runtime Broker" errors with earlier upgrades dealt with RB
causing high CPU and memory usage. The workaround for that was a registry tweak to stop Runtime Broker. My RB issue is that it has stopped working. I tried the registry tweak just to see what happens and it did not help.

I think it's just the Setting app that seems having some tantrums...

    Did you see this?

    https://answers.microsoft.com/en-us/...d-5e4f7e27b1ad

And this (suggested in the above)?

[FIX] Settings App Not Working In Windows 10

    -

Separately: I have spotted that I started having strange message that I've not seen before when I press WIN+Q (trying to search for something) first time after booting in and logging to either of account on my PC: 'you need to verify this account in order to be able to search'?

(But it might have appeared after KB4524570 has installed, so not necessarily after my OS got updated to 1909 - am not sure about it)

I did see that and not only did I reset and re-register the settings app, I followed Brink's tutorial to do it to all of them. In addition to using my local account, I used my MS account and even created a new user account. So far, nothing's worked.

For me, the only problem is Windows Central crashing once a day since 1903.

Has any seen this problem, you are asked to sign in with a PIN number but you never ever set up a PIN number? The only option you are given is to say "I forgot my PIN number" and then the system sends you a number code to your e-mail address and asks you to enter it. How are you supposed to log into your system to read that e-mail? I went to another computer, accessed the account and got them to send a code to the telephone registered to that account. The owner has a plain land line with no text messaging and it never rang.

I remembered that the same thing happened to this owner after the last big update and that issue was solved by turning the computer off and re-booting it. It came back up requesting a password and not an F'n PIN number. Everything is back to normal.

I wonder if Bill Gates has a mother that owns a computer.

My "Runtime Broker Has Stopped Working" error described in post #4 has been resolved. Clean installed 1909 and found the culprit to be the Intel Graphics Command Center. Uninstalled app -- reinstalled. Error gone and computer is working fine.
