There is no contest. Go for the upgrade through Windows Update and click 'Download and install now'.
You see, 1909 and 1903 share the same base code and cumulative updates. To upgrade an up to date 1903 machine to 1909 the only thing that will be downloaded is a small enablement package (about 20KB) that turns on the 1909 features and bumps the build number up to 18363. The size of the ISO downloaded by the Media Creation Tool is about 4GB, so it's just as well you won't be needing it.

They'd been set to defer updates: I disabled that on one system and...it started downloading 1809. I about was ready to pull my hair when I realized, "Wait. Let me use the Update Assistant."
Saw it was still the "May 2019 Update" and left confused. Now we know: November 18th, then the Update Assistant will offer 1909 (and save us the 1803 -> 1809 -> 1903 -> 1909 hoops).
Will it be installed by the following right in this month?

Yes, as Try3 said. I DL'd the current one, and extracted all the files from it. They, along with the .exe, are date-stamped October 6th, 2019. That, I believe, would correspond to the ISO currently available of 18362.418. The name on the DL'd file is also the same as it has been for some time. When the name changes to other that xxxxxxxxxxx9252, it will be the new one.
