Have this updates fixed RESTARTING issue?

I read that too, and that doesn't make a lot of sense to me.

The term 20H1 means that version will be released WITHIN the first half of 2020, not BEFORE -- and seeing how there are rumours about MS switching to a December/June release schedule, that would imply that 20H1 would come out sometime in June of 2020, not late 2019?

Am I missing something here?

All these speculations are based on an article by Zac Bowden and he updated that article on October 29:

Update October 29, 2019: I'm hearing that Microsoft intends to get the RTM build out to Insiders in the Slow ring around mid-December. It'll then go to the Release Preview ring in January, before being released officially to the public in March/April, just like previous updates. So RTM is earlier, but public availability is around about the same.

So basically nothing has changed, feature updates will continue to be released to the general public in April or May and in October or November.
