Only other thing that comes to mind is Restore Points. Since RP is Insider, and the Fast and Skippy builds have a nasty habit of creating a restore point with updates, even when you have it turned off, it may have done that to you with this update. Sorry for the run-on sentence. Check Control Panel>System and Security>System>System Protection. Ckeck the Configure for your C: drive. If it shows Disabled, but there are restore points, slide the slider all the way to the left, and Delete all restore points. confirm/apply/etc.

Hello #WindowsInsiders we have released 19H2 Build 18363.418 to everyone on Build 18362.10024 and in the Release Preview ring. If you are in the Slow ring, you will *not* receive this update. You will need to switch to the Release Preview ring.

What was the level before you uninstalled kb4517245 ?

If you are still on the Insider Preview Ring it may go back to 18363.448 when you check for updates, if you are not in any insider ring it will stay on 18362.
Check with the CMD Winver to see where you are.

Assuming you are not in any insider ring, If you want to go back to 18362.418 you would have to do an update in place using the official 18362.356 ISO allowing the check for updates, that should bring bring you back to 18362.418... .

Updated today from 18362.10024 to 18363.448 straight through WU--went like clockwork! Should be final 1909.

I assume you switched to Insider Preview Ring as specified in the Insider Blog ?

Started with non-insider 1903.18362.418, and installed the cab files taken from UUPDump site:
1. First update using KB4517245 from 18363.327 page, bringing the build up to 1909.18363.418,
2. Second update using all 6 cab files form 18363.446 page, including KB4522355 and a newer KB4517245 . This brought the build up to 1909.18363.446.
3. Performed system cleanup.
So if I uninstall KB4517245, what would winver show? 1903.18362.446 perhaps?
And more importantly, will this current build be able to receive the general release updates?
