Running sfc /scannow in CMD resolved the shuttdown problem for me in this build.
That works for me exactly once. The first restart or shutdown after is normal, but the next one is delayed.

Strange that I had no issues installing the build from Microsoft update directly, but so many have had.
But could I get a cofirmation from people that have successfully installed 19002.1 that their (nVidia) GPU performance hasn't changed for the worse? Would be much easier to eliminate the factors that might cause performance degradation.
    Thanks!

Started downloading this build UNTIL I read that the restart/shutdown problem was still there. So paused updates AGAIN for the next week. I will NOT update my current perfectly running build, until M$ takes their head out of their a$$!!!!!

My laptop is always showing as charging, it never gets to 100% full. It does show 99% full. This problem started with the previous version. I am wondering if this is a Windows bug or if I need to get new battery?

Just saw this. Both Fast Ring test PCs had already downloaded and installed the updates to the "Restart needed" point. Just fired them off a minute ago, and the X380 Yoga is already into the Post-GUI restart, while the X220 Tablet is in the same state. I'll report back if anything odd or interesting shows up. Good stuff!

[PS added 15 minutes later: Blue "Restarting" screen with spinning balls is still running on both test machines. Occasional disk activity lights tell me "something" is going on but this is taking much, much longer than for earlier updates to work through the process. Anybody have insight into what's going on here? Do I need to break out and run dism restorehealth and sfc scannow first, then try again. Very strange!
Known Issues. Last couple of builds have had this problem for many.

I have tried several times shutting down and restart, it works fine for me, you could try running dism /online /cleanup-image /restorehealth command then try running sfc /scannow and see whether it helps.

One (for now) of my systems developed Restart bug in this build. Waited 15 minutes, and pushed the button

It's a known issue MS is working on. Doubt DISM repair would help with this one. The labs rats have to fix.
