Steve it could be because, although 1909 is the latest mainstream release, it was not a true Feature update (as say ... 1803, 1809 & 1903 were), but a hybrid of a set of fixes to 1903 and a few minor feature tweaks.
This is possibly the way that things will run from now on, (or until someone else gets an idea ), which would make the update cycles a lot more manageable for both Microsoft and the users.
Windows 10 is quite advanced from when it was released and there is probably not the need for major updates twice a year, once a year in spring with a consolidation/ Bug Fix update in the fall makes far more sense IMHO. It also allows for a feature that was not quite ready for release in spring could be held back until fall and save all the potential issues from early release whilst keeping the evolution of the OS on track
I have NOT had any issues over the years w W7 to 10 on any updates/upgrades. But, it would be nice to do it less frequently. I have 5 laptops all w Win 10 ver 1909. B/4 any updating, I clear all cache, perform Disc Cleanup, and install updates. Then come back and perform Disc Clean-up, shut computer down, turn back on and run Disc Cleanup for the last time. I have been doing this since 1992.
Three 11.2" laptops with 2 having SS HD. Three 15" with one w SS HD. I'm thinking about donating 2 of them 11.2" to the local school district. Then one 15" to the Men's shelter or the VA Shelter/Rehab complex.
My plan would be to uninstall any unwanted programs. Delete any documents, photos,...etc. But I don't know what to do with the Log-In on the laptops to gain access. Any suggestions are appreciated.
Make a new local admin user with no password. Prove it works.
From this new ID delete old admin and all files.
I would then use something to overwrite free space on each device. CCleaner Free has such a tool.
If it were me a would clean install each device.
