I'm just a home user with two 15" and two 11.6" laptops, and are all version 1909 w Nov update. Oldest laptop is a Dell Inspiron 2015.
My only issue is that it seams like every week, MS has an accumulative update, besides having the normal Defender updates. Is that right? Even with these small updates, I make sure I perform, "Disk Clean-up? It seems I am always updating. lol
Normally there's just the one CU a month on Patch Tuesday, but MS may issue others in the following weeks if there's an issue that needs fixing urgently. None of these will have any new security fixes though, so they are marked as optional and won't install automatically. Unless you are affected by the issues, you don't need to click on 'Download and install now'.

After getting a Window Defender Summary of the three scans that failed to show up in the Notifications window, my very next manual scan finally did send a notification, so we'll see tonight if the scheduled scan shows up. Perhaps the Summary shook something up.

Im having the same problem. Ive clean installed version 1909. When I run a Full manual scan with Windows Defender i'm no longer getting a Notification popup about the scan saying no threats were detected. Ive clean installed twice to see if it was just a problem with the installation but it has happened on both installations. Im wondering if it is a deliberate change that has been made for version 1909.
Is anyone else seeing this ?
@sportsfan148 -- not seeing your issue. I did a clean install two weeks ago and after a week of Defender auto scans, I get the weekly summary. I also get the notification after a manual quick scan. I ran a manual full scan a little while ago to try and replicate your issue but as you can see, I got the notification.

Had a similar situation a while back, and I changed these "Focus" settings. Maybe a tweak here would help. Like turn it off so it doesn't hide the popup notification.
Thanks Crizal and F14Tomcat for your feedback. In Focus Assist my settings are set to defaults so it was already set to Off.
My 1909 clean installation was done yesterday. I noticed the missing Defender notification late last night when I ran my first manual scan (A Full Scan). I used my PC again today for several hours to see if any automatic background scans might produce a notification..I didn't get any notifications but I don't know if any scans had been automatically done or not during this time. A couple of hours ago I thought I'd try a manual Quick Scan...this time I got the notification. After that, I immediately ran a Full Scan to test again. Again I got the notification. I switched off my PC and powered up again a couple of hours later. Another Defender Notification was there as soon as I signed into Windows. This time it was the Windows Defender Summary notification informing me that my last three scans had produced no threats.
I wonder if it just occurs immediately after a clean 1909 installation after your first scan and then its OK after that?
I did notice too that there was an update to the Windows Defender Antivirus antimalware platform version 4.18.1911.3 installed yesterday after the clean install. My Windows Defender scan which didn't produce a Notification was done several hours after that Antimalware update.
Could it have had something to do with that Antimalware Update..I really don't know..im guessing really. I just know that its something that's never happened before for me on any previous Windows 10 versions
