That's gotta be your decision. As an Insider, I grab the newest bits, but that's not for everyone.
From what I've read here and researched, Build 18393.1000 is a very minor upgrade with more bug fixes than new features (if any).
And, of course, the disclaimer:
If you choose to ignore this disclaimer, be certain to back up your computer before proceeding. Most folks here use either the free or paid version of Macrium Reflect for backups. Macrium.comIf you're using your computer for day-to-day work, do not put anything Beta on it. Not even a beta of Firefox, as an example.
1. This is a tutorial, not a "source" although I would be inclined to trust the information. Still, it doesn't qualify as a legitimate release date.
2. I've never heard of this site, although the information looks solid. How to Get Windows 10 November 2019 Update Before Its Public Release What I see on this site is a tutorial on how to join the Windows Insider Program. However, there is nothing whatsoever telling us when the November 2019 Update will be released.
3. I've never heard of this site, either. Although the site gives a release date of November 12, it was written on October 11, 2019 and actually is a repeat of information supplied by Zac Bowden, Sr. Editor of Windows Central. What I gather from Zac's post is that he's making an educated guess of Patch Tuesday for release of the November 2019 Update.
This is not a site I would care to frequent. It's a rehash of old and somewhat new information written by other and more prominent authors.
2. I would suggest that instead of just picking out something from the Internet, you try ZDNet.com and WindowsCentral.com. You'll get the most up-to-date and most correct information from these site. Even PCMag.com is better than the links you've supplied.
Although #1 is a good tutorial, the actual source is:

A wealth of accurate information can be had from the Windows Experience Blog.
Rumor is that 1909 will be released next Tuesday. Have to wait and see.
