I had that problem a long time ago and the only solution was this.
Lots of great information coming soon to Insiders about Windows updates, servicing, and upcoming changes to continually enhance the process! Stay tuned for details on this month’s webcast to learn more!

I'm a non-insider on 1903 build 18362.449 and I'd like to upgrade to the 1909 RTM 18363.418.
I'm getting a bit confused with the new update process this time.
In some places I'm reading, all I need to do is install the KB4517245 enablement package, and it will enable 1909 and activate all the features, since the features are already in my current build, waiting to be turned on?
Or should I create an ISO from uupdump like I normally do (the ISO being created oddly has the name 18362.1.190318-1202.19H1_RELEASE_CLIENTPRO_OEMRET_X64FRE_EN-US.ISO)?
Version hell!
Is the single major version point difference between 1903 and 1909 releases (18362.x - 18363.x) indicative of the tested incompatibility of Insider Builds from the Fast and now apparently defunct Skip Ahead builds now numbering 19018.x, on the wide range of hardware owned by Insiders?
I foresee a breakdown in the insider program.
I half read a notification on my mobile from Google that MS and killing the Insider Program or was it Skip Ahead part of it.
I will try and find it.
EDIT, it was 5 days ago and its Skip Ahead that is ending.
