In build 18990 there was a bug with optional drivers.
    Known issues
When viewing Optional drivers in the new section on the Windows Update page, you may notice older drivers showing as available for download. If accepted, they will attempt to install and fail to do so. This is a bug related to revised Windows Update detection logic rather than this new UI. The root cause is understood, and a fix will be available in an upcoming build.
Didn't see that this bug was fixed neither in 18995 nor in 18999.
For me, it's still here, in 18999 build.

I still have the shutdown/restart bug thingy as Edwin so technically described. Upgrading a VM in Kubuntu 19.10 kernel 5.3.2-050302-generic where I am working on a VMware thingy but the major kernel bug thingy does not appear until 5.3.4. Next week should bring an interesting build I hope.

Disabling the page file is the only thing that fixed the restart/shutdown/log out bug for me. If I reenable it the bug comes back.

Edit: this does not appear to work every time.

As anyone found a workaround for the shutdown/restart that works all the time?

    EDIT:

    Only with Fast Startup disabled!

Also, there's no longer a 'Slide To Shutdown' screen, the Desktop just dims!
