I've been looking more into this and found Shawns TUT on deleting restore points via a command promp. WOW, never seen so much free space appear. Something is seriously wrong imo with this issue.

Delete System Restore Points in Windows 10

I've just run option 3 and have now got over 41Gb free space, up from under 30Gb yesterday. The entry under storage has also gone completely. I'll have to see whether any more restore points get created but at least I know I can delete them now.

This stuff about NVidia is interesting but I am using Radeon drivers with a AMD Ryzen system. Still have a problem with my physical installation of this build. However, like I said, Virtualbox (I am using Kubuntu 19.10) seems to handle it OK but VMware has the shutdown/restart problems. All these VM have been updated using the UUPDump ISO as a virtual attached optical drive FWIW.

installed... right click on desktop select shutdown

use.. force apps to close and shutdown PC with no
    time-out or warning.

That sounds interesting, where abouts did you locate what you mentioned ? I got tired of getting frustrated with the issue, so for the time being I rolled back to the previous build, I was really hoping that ms would have issued a 'fix' for it..the great thing is they are in fact aware of it. On one of my computer's I installed the release candidate build that will be offered to the general public in november.

I found what you were referring to: Add Shut down Context Menu in Windows 10

Still have WU paused, chilling on a solid and proper working 18995 while waiting for the next build. From what I've read from you guys, I want nothing to do with 18999 and will skip it completely. Wonder if they will have something new this week?

Windows 10 Pro x64-bit Build Latest

    Hi guys,

I have been seeing a lot of you people talking about the shutdown and restart problem and I would like to say that I can't reproduce it over here.
My computers and VMware Workstation 15 (latest build) works just fine without (at least until now) such issue.

I just checked WU today and received NVidia driver and it is now 432.00, before installed 440.52.
    Why downgrade?

The naming and numbering of these Insider Preview Nvidia drivers is kinda screwy.
440.52 had a Branch info of [bugfix_main-15934] and release of 09/03/2019.
These have a Branch info [r431_65-5] with a release date of 09/26/2019.

So they are actually "newer" old drivers than the 440.52, if that makes any sense.
But they are still considerably older than the current public release drivers from Nvidia.

At least they didn't overwrite my "Standard" driver install with a "DCH" one and break stuff this time.

I personally found the [431_xx-x] branch to be very good drivers, so I'm not unhappy to see these.

It's certainly a baffling situation since I have the shutdown/restart on my physical machine as well as VMware WS 15.5 but not, as I found out by confirming another users post, with Virtualbox 6. I just relized also that MS will have to correct this, for a large number of Insiders, BEFORE the first reboot - because the OS will definitely roll back if one does a cold reboot. Well they brought on themselves - they will need to get out by themselves or just declare that if you want to test a 19xxx build you will have to do a clean install from an ISO they provide. To mangle the Bard - what a fine fix MS is in when they don't do enough internal testing of a range of system. I haven't looked at the Feedback Hub - for anybody who has it a big deal there? Or on Reddit?
