Done and dusted. Was really fast and don't know yet about possible bugs (issues).

IMPORTANT This is a required security update that expands the out-of-band update dated September 23, 2019. This security update includes the Internet Explorer scripting engine security vulnerability (CVE-2019-1367)
As a security update this is mandatory rather than optional as was the non-security September 23 one. Windows update will NOT show it with a 'download and install now' link.

This must be a severe security vulnerability, such out of band security updates are described by MS as bring 'atypical'.

    Microsoft said:
We also provide updates that don’t follow a standard release schedule. We refer to these as on-demand releases. They are used in atypical cases where we detect an issue and cannot wait for the next monthly release because devices must be updated immediately either to fix security vulnerabilities or to solve a quality issue impacting multiple devices.

Well that one was interesting. I watched it and said "I'll blow everybody away with this install time, but it wasn't to be. It downloaded in less than 10 seconds, started install got to 100% and then downloaded again in 10 seconds, started install, got to 90% went back to 10%, got to 100% and then started install back at 10% went quickly to 100% and sat there for 15 sec and then called for a restart. Overall time was 3 minutes + 10 seconds. Good enough I guess.

I downloaded through Windows update, after restarts this update locked up my pc 3 times. I ran SFC /scannow , some corrupt files were found and automatically repaired. I then downloaded the update via Microsoft catalog update, that install was successful.

Thanks, I'll give it a try in the morning. If all else fails I'll start again from a fresh install.

Good, but remember system image backup is of the utmost importance before starting tinkering around with all those steps. Just in case something goes south.

This one also fails to install on my 32 bit laptop from either WU or the msi. Desktop installed without issue.

Just like KB4517211, this one won't install for me either (Windows 10 Pro x64 1903 18362.356). No problems reported by SFC or DISM but I get a 'We couldn't install the updates - undoing changes' error during the reboot phase of installation. WU reports the error as 0x800f0922 on both KB4517211 and KB4524147.

I know I'm not the only one to have installation issues with KB4517211 but that was an optional update. The new KB4524147 CU is no longer optional so I really need to get to the bottom of the issue. I've never had a CU installation problem prior to these ones and the system is otherwise running perfectly. I wonder what's going on?
Same exact boat as you, I've never had issues until these last two CU's and now this one too, on restart it gets to about 97% complete then says, failed to continue rolling back changes, with error "0x800f0922" like yours.
I have no Idea how to fix this, sfc / dism show all clean...

It installed just fine but reboot notification almost ruined my CSGO match.
