Perhaps it's meant to be significant during the upgrade procedure to 1903, when updates are downloaded.

Gee, that's what I said in post #4

I read that as upgrading from any prior version/build to 1903. Sounds like you need to allow the upgrade process to get all updates prior to starting the actual install of 1903 which I know a lot of people bypass as it tends to slow things down.
