Microsoft is facing a zero-day created by a government state that is actively exploiting it against some specific minorities in China. Microsoft didn't have the time to test the patch for mass general release. They will release it in the next month security Tuesday update.

Microsoft will likely be pushing out another update this week that includes this patch perhaps is why this isn't being pushing out through Windows Update.

currently KB4522016 is a "catalog only" update. not available thru WU and WSUS
if you want this update, download & install it manually from the MUC site.

Better wait ...untill its offered by WU , so any bugs can be removed on time..............
