    September 10, 2019 - KB4515384 (OS Build 18362.356)

Applies to: Windows 10 version 1903, Windows Server version 1903

Note Follow @WindowsUpdate to find out when new content is published to the release information dashboard.

Note This release also contains updates for Microsoft HoloLens (OS Build 18362.1031) released September 10, 2019. Microsoft will release an update directly to the Windows Update Client to improve Windows Update reliability on Microsoft HoloLens that have not updated to this most recent OS Build.

ePub support ending in Microsoft Edge
Microsoft Edge will end support for e-books that use the .epub file extension over the next several months. For more information, see Download an ePub app to keep reading e-books.

For more information about the various types of Windows updates, such as critical, security, driver, service packs, and so on, please see the following article.

    Highlights

    • Updates to improve security when using Internet Explorer, Microsoft Edge, networking technologies, and input devices such as a mouse, keyboard, or stylus.
    • Updates for verifying user names and passwords.
    • Updates for storing and managing files.

    Improvements and fixes

This security update includes quality improvements. Key changes include:

    • Provides protections against a new subclass of speculative execution side-channel vulnerabilities, known as Microarchitectural Data Sampling, for 32-Bit (x86) versions of Windows (CVE-2019-11091,CVE-2018-12126, CVE-2018-12127, CVE-2018-12130). Use the registry settings as described in the Windows Client and Windows Server articles. (These registry settings are enabled by default for Windows Client OS editions and Windows Server OS editions.)
    • Addresses an issue that causes high CPU usage from SearchUI.exe for a small number of users. This issue only occurs on devices that have disabled searching the web using Windows Desktop Search.
    • Security updates to Microsoft Edge, Internet Explorer, Microsoft Scripting Engine, Windows App Platform and Frameworks, Windows Input and Composition, Windows Media, Windows Fundamentals, Windows Authentication, Windows Cryptography, Windows Datacenter Networking, Windows Storage and Filesystems, Windows Wireless Networking, the Microsoft JET Database Engine, Windows Kernel, Windows Virtualization, and Windows Server.

If you installed earlier updates, only the new fixes contained in this package will be downloaded and installed on your device.

For more information about the resolved security vulnerabilities, please refer to the Security Update Guide.

    Windows Update Improvements
Microsoft has released an update directly to the Windows Update client to improve reliability. Any device running Windows 10 configured to receive updates automatically from Windows Update, including Enterprise and Pro editions, will be offered the latest Windows 10 feature update based on device compatibility and Windows Update for Business deferral policy. This doesn't apply to long-term servicing editions.

    Known issues in this update

    Symptom Workaround
[ADDED 9/13] Microsoft has received reports that audio in certain games is quieter or different than expected after installing this update. At the request of some of our audio partners, we implemented a compatibility change that enabled certain games to query support and render multi-channel audio. Due to customer feedback, we are reverting this change as some games and some devices are not rendering multi-channel audio as expected. This may result in games sounding different than customers are used to and may have missing channels. To mitigate the issue, open settings in the impacted game and disable multi-channel audio, if this option is available. You can also search in the Windows Control Panel for third-party audio device control panels and disable Multi-channel audio or Virtual Surround Sound, if these options are available.

We are working on a resolution and estimate a solution will be available in late September.
[UPDATED 9/20] Some Input Method Editor (IME) may become unresponsive or may have high CPU usage. Affected IMEs include Chinese Simplified ([ChsIME.EXE) and Chinese Traditional ([ChtIME.EXE) with Changjie/Quick keyboard. Due to security related changes in this update, this issue may occur when the Touch Keyboard and Handwriting Panel Service is not configured to its default startup type of Manual. To resolve the issue, perform the following steps:

    1. Select the Start button and type “services”.
    2. Open the Services app and locate Touch Keyboard and Handwriting Panel Service.
    3. Double-click Touch Keyboard and Handwriting Panel Service and select Properties.
    4. Locate Startup type: and change it to Manual.
    5. Select Ok.

The TabletInputService service is now in the default configuration and IME should work as expected.

Not sure how widespread this is...

Update: Had to hammer 6 times on this 'try again' error message for my Desktop to update. Also, Windows Update Delivery Optimization did not go to my previously updated Laptop for this KB4515384 CU like it has in the past?

It took 15 minutes...the first time it installed twice without .NET and Adobe. Then it rebooted and I ran WU again and .NET and Flash was updated and it required another reboot. It is at 18363.356 now and Flash is at 32.0.0.255. That's the first time it happened in reverse.
