I tested both the x86 and x64 just to be sure, and got the same on both.
I'm running 64-bit Windows 10 Pro for Workstations Insider build 18975.
I've tested it on on my 64-bit Windows 10 Pro build 18362 and it runs there too. I wonder if it's yours being 'Workstation' or 'Insider' that's objecting to running it?

Interesting. I'll have to play with it on some VMs later.

Heads-down on a deadline all day yesterday. Didn't see the notification until just now. Have upgraded all 5 eligible PCs. On the Release Preview machine, I got an 0X800FFFF error on the first try from WU. Went through fine on the second try, though, so all is well. Can't help but see continuing .NET framework issues based on (a)similarity to the last CU's error code on that Insider Preview machine, and (b)Microsoft's post of another 3.5 and 4.8 CU so soon after the previous one. Go figure!

Well, you can skip testing W8.1 Enterprise, it runs on that too (I have it as one of Microsoft's free evaluation VMs).

Odd. Which did you download, 32 or 64 bit? What build did you try it on?

The x64 version runs on my W10 Home x64 18362.356...

    ...while the x86 version says:

    Attachment 247017

I'm getting a Smart Screen protection notice when I try to run this app. Did you guy get that as well? Using the link Brink provided...

Telling Defender to allow it says the publisher is unknown. Odd being this is a Microsoft app

Edit: this is the 64-bit version as I'm running Windows 10 Pro x64, latest non-insider build.

No. I didn't. In Pro x64 I had the default SmartScreen settings (on, all set to 'warn') and no group policies in place.

This is what it looks like running in Windows 7 though: Microsoft Safety Scanner - Windows 7 Help Forums
Thanks to you and @Bree for your efforts in checking!

I guess what really surprised me was this statement under the MSRT link in Details - Use this tool:

MSRT targets prevalent malware families only. For comprehensive malware detection and removal, consider using Microsoft Safety Scanner.

It runs on all VMs pubic and Insider Windows 10 Pro.

I tested on my laptop running the same Windows 10 Pro for Workstations Insider build 18975 as the desktop, and it runs on it, but not on the desktop for some reason.

EDIT: It now runs on my desktop. No more error.
