So I did. Digged deeper and found the problem!
It is RivaTuner (part of Afterburner installation)!

After I put the OOSU10.exe to the list in RivaTuner and set Application detection Level to NONE Shutup10 ist starting normally again!

Found out that in system log was an ERROR entry with d3d9.dll and OOSU10.exe.
After some net digging some reported the same with some older games.

But why this only happens with KB4512941 is out of my knowledge. Howsoever!

    Done!
    Glad it's sorted now.

Thanks. I converted mine to Windows 7 Aero Glass
Wow, it's looking really awesome! Congrats! I use the Startisback++ too for the start menu, but i like to theme it as Vista. Vista would had a bad reputation as a bugged iteration of Windows but the OS UX was a treat for the eyes!

I’d forgotten how pretty vista looked! Dumps on Windows 10 from a great height in terms of looks

Yeah I think i used this tutorial:
Turn On or Off Search online and include web results in Windows 10

What does switching that to 1 do? I don't want Bing results in the search area. I did try to set it to 1 without the new CU installed and nothing seemed affected after restart .. also reading of other problems after people installing the CU so that's why I hesitate reinstalling CU/setting the value to 1 since the CU may have other issues .. but maybe I'll try it.
I don't notice any differance I have a lot disabled in OOshutup10 and I don't use Edge as default browser.

Edit: Ok, it will bring up edge if you search something thats not local on PC.

Ok so I changed the value to 1 and reinstalled the CU. Cortana is now calm with no CPU usage and I can search. There is now a web category in search at the top but it is not automatically searching the web when I do a search so that's fine. I also did an sfc /scannow scan and all is fine. Thanks.

Added: Actually, Search is automatically searching the web and putting up the results if I put a generic term in the plural as one example (with the 1 set). That's annoying.

Yeah, I am seeing the same thing, if you search something that not file/app locally it goes to web searches.
I don't have the web tab but do have Firefox icon.
Since I don't use that search box much I am fine till they find a safe way to disable this, MS should fix this.

Well now I'm resorting to performing an in place upgrade using the MCT in hopes that I can get around the update error that some many of us seem to be experiencing. If that doesn't work I'll probably just do the clean install thing like I did with my desktop and start over again.

Download the ISO using MCT and use it whenever you want.
