I took the nuclear option with Shutup10 and restored everything back to factory settings. Worked for me. I will revisit Shutup10 over the weekend.
I just reenabled the first Cortana reset and disable one and all still working so the bing one seems to be it.

The problem is not how to run winver, but how to get the search function to work.
    HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Search

    On the right pane:
    1. Delete SearchBoxTaskbar
    2. Change value CortanaConsent to 1
    3. Restart

Oh, don't forget to backup your registry first

OK, @Mael: I'm rebooting after adding the afore-cited Registry key. Let's see if this makes any difference. Installing 12-13-14-15-16-17-18-19-20-sitting here a while-44-sitting here a while too - 100 - still getting the 0x800F081F error. I've got other fish to fry for a while. Maybe something else will come up. Thanks.

    Mr.Tittel,

I ended up doing a repair install with a Windows 18362 iso to get this update installed. Looks like when in the beginning when the setup was downloading updates it included this one too. I had to redo some minor customization of the desktop but otherwise lost nothing. Just FYI.

Update successful (from V1903.18362.295 to V1903.18362.329) via Windows update.
Took about 12mins to download and apply (booted itself twice) and then back to the desktop.
    No issues noted so far.

Right click the top key value "search", and Export the values.

    Thank you, TC

There's a mismatch registry if you use win 10 home or ever use win 10 home before and upgrade to win 10 pro without clean install

I had the blank search window (just black window) and it was the bing one "BingSearchEnabled" needed 1 value.

    I am on Win10 pro and my CortanaConsent = 0 and SearchboxTaskbarMode= 2

But those might of been altered by Shutup10, I don't remember altering them manually.

Unfortunately even that doesn't work for me on my laptop and the error persists.
Didn't for me either. Even after running Windows Update troubleshooting which shows that some fixes had been made:

Right now I am in the middle of running chkdsk /R C: . I am not sure that is going to make any difference, but I think I have found the root cause of the problem; it has to do with .Net framework 3.5. If you are having error 0x800f081f, the solution is here. I have not tried it yet, waiting for my machine to finish with the chkdsk.

I'm still stuck. Here's what the DISM approach yielded:
