I had the same high 30% on searchUI.exe and search box was a blank black.
I use shutup10 to disabled the first option for Cortana (Cortana reset and disable) and I did the bing Regedit which is same as shutup10 Misc extension of windows 10 search with bing disabled.
Rebooted and that fixed it, the search box is working.

Now I wonder if just the bing one is needed.

I was looking in reg for AllowCortana which used to be here, but I am not seeing it there, anyway, the first option in Cortana section of shutup10 I believe is that setting.

    Disable Cortana
    [HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Windows Search]
    “AllowCortana”=dword:00000000
I took the nuclear option with Shutup10 and restored everything back to factory settings. Worked for me. I will revisit Shutup10 over the weekend.

    Fix here:

    HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Search]
    "BingSearchEnabled“=dword:00000001

    Restart pc enjoy 
Thank you this worked 100% got my search function back.

EDIT* Actually it fixes the issue for a while then the search function slows everything down. not happy MS what have you done!

Anyone leso know of a fix that will sort this out i have reset all to factory with O&O SHUTUP10 and seems to be better but not 100% sure yet will revert back later to confirm? but i do want SHUTUP10 features to work again... so if anyone has any ideas it would be great.

    cheers

Unfortunately even that doesn't work for me on my laptop and the error persists.

    Winver

i Noticed that there's a previous update calling like "service stack update for windows 1909" or something like this installed, so i uninstalled it, reverted to 1903 and now i'm trying to update my OS again, since i use the glass8 for enabling aero effects, it keeps bugging me at every boot saying that my system version is not officially supported, i will try to skip the 1909 update for now at last.
Let me restart and see what happens now...

    EDIT:
    Done, now it's on 1903 build 18362.329

If you're using search to look for winver and then run it, hold the WIN KEY, tap R, then type winver.

    Or from a command prompt.

    Or Settings>System>About
The problem is not how to run winver, but how to get the search function to work.

There is additional info about this error in Task Manager. Some processes or services related to search are marked as "inactive" or similar. But my "solution" was just to uninstall the update.

I understand, was just offering alternatives to get a way to run it, if you were using search to find it.

Side, note.... after the restart of this update, I had 247 error is Event Viewer all relating to "search" something. Like it just totally threw up on itself. Cleared the entire Event Viewer history, rebooted twice, and all cleared up. Bizarre indeed.

After installing this CU the details in the Control Panel View installed updates were wiped out except for the kb file name. Also did the same with the installed program list in the control panel. Anyone else experienced this?
