    Well look, you deliberately gimped your system and you're here complaining about the end result. I, like many others, are simply pointing out that Cortana isn't doing anything abnormal when left alone.

    IDK even a clean install without touching or tweaking anything and this build is just weird. Update 295 is much better than this build and is rock solid. This update is a step backwards for stability and customization. You touch anything related to search or cortana that this update doesnt like and your whole install is hosed just like that and it shouldnt be like that. Whats the point of having a way to disable cortana in group policy if by doing so she runs at 10-20% cpu constantly on this update. Hopefully this doesnt go live and gets fixed. The .net issue was a weird one also. Clean install with just 325 and .net worked so something happened on my 295 install to 325 but even a clean install of 325 is flaky in other ways not related to .net. Just all around not a good update.

    I just clean installed 1903 as we're near that 1 year anniversary and for me this is the point that once issues creep up its time to wipe the slate clean. I was having Office 2016 issues and got tired of fiddling with the registry to make excel show its menus right.

    As for Cortana, she's still at 0% across the board for me on 18362.239 as I'm off the insider program on this clean install. I think you've got a registry issue at the heart of your problem.
