    Third time lucky, I guess? No, I did not restart my PC at all, just kept trying.

    Any takers? Never experienced an issue like that before (except on Windows 8.1 few years back but issue was on MS side then).

    At this time, Microsoft has not acknowledged the problem and users have been left to either try to fix it on their own or to delay the installation of updates until an official response is given.

    And you've guessed it:

    Why not try to run the routine DISM.exe command-lines:

    Dism.exe /online /Cleanup-Image /scanhealth
    Dism.exe /online /Cleanup-Image /checkhealth
    Dism.exe /online /Cleanup-Image /restorehealth

    And sfc /scannow.
    Finally reset Windows Updates with the help of Brink's tutorial
    Maybe that could works a treat.

    Is this what your average Joe should do with when he faces installation of bog-standard monthly (or whatever) patch package? I somehow doubt... And I have no reason to believe that my PC got broke on its own either.

    So not great at all, but I'm not going to waste any more time today.

    (Windows 8.1 Aug CU package got installed without issues earlier this week - how's that for a yardstick?)
