    What version of Apache?

    Otherwise rollback to before KB4512508.

    Edit: Also check the Apache error.log. Should be in the x:\Apachen.n\logs directory.
    I found these messages in the Windows Application Log:

    The Apache service named reported the following error:
    >>> (OS 10013)An attempt was made to access a socket in a way forbidden by its access permissions. : make_sock: could not bind to address 0.0.0.0:80 .

    The Apache service named reported the following error:
    >>> no listening sockets available, shutting down .

    These messages are the same as I got when I first installed Windows 10 on this machine back in 2015 and posted the below. Now, if I could only remember what I did to fix it back then.

    Services Apache & MySQL won't run

    UPDATE: I found my notes from 2015 and the same fix worked this time:

    1. Start/Run SERVICES.MSC
    2. Locate service "World Wide Web Publishing Service" and click its gearwheel
    3. On the Properties dialog, Change "Startup Type" to "Disabled", click "Stop" and "OK"

    SUMMARY: Windows 10 comes bundled with its own web server called "World Wide Web Publishing Service" (WWWPS). When it is running, it takes over Port 80, so that port is not available to Apache, Back in 2015 when I first installed Windows 10, I solved this problem by disabling WWWPS. Then I forgot I had done so, until today when update KB4512508 "helpfully" turned WWWPS back on for me, again disabling Apache. Repeating she same diagnostic path led me to rediscover the same fix.

    Thanks for that info

    I prefer W.A.M.P server on Windows and L.A.M.P on Linux -- both Apache servers with PHP and MySQL -- I thought this was a defect until I saw your post which fixed the problem for Windows.

    I think there's some oddities with the BT security updates in this patch. My wireless mouse started behaving very sluggishly. The issue is gone now however. Might be just dust too, or both...not 100% sure.

    I have run WampServer since 2014 (so was on W7 then, subsequently upgraded to W10). At first I had the same problem getting Apache to start, but my notes from then have a slightly different fix (with the same end result). You had me worried so I checked my web server and found it would still run after KB4512508.

    My fix was to remove all 'Internet Information Services' in 'Turn Windows features on or off'. With the feature removed there was nothing for KB4512508 to turn back on, so my webserver continued uninterrupted.

    I solved it by clean installing WIndows 10 1903 2 weeks ago. Now it works (with internet connection for 1st time in my PC) even with Intel Microcode Update of June, 2019.

    The Pro machine also had a new addition I don't recall seeing before. This time the blue 'installing updates, do not turn off the PC' screen had an extra line saying 'your organisation controls update settings'.
    As from yesterday morning I have that screen now too. Im on Windows 10 Home. I haven't manually checked for Updates and I'm not on a metered connection. I haven't selected Download as yet. What happens If I don't select Download? Will it just download automatically when its ready. My screen is exactly the same as yours , also listing the Windows Malicious Software Removal tool as pending download. If both of these updates are going to change from pending download and automatically download and install I can wait . Im in no hurry. Im just wondering why it has given me a Download button instead of installing automatically especially as one of the downloads is a Cumulative Update? I thought because it was Patch Tuesday this update would have automatically downloaded and installed. Im confused

    Strange, but mine seems to be less jerky after doing a repair install to fix the failing update.
