Patch Tuesday is almost always only Security Updates. Gotta have things. No feature updates or shiny new bells or fixes to non-security stuff. So MS says you will take these, and you will enjoy!
At times referred to as our “B” release, Update Tuesday (most often referred to as Patch Tuesday) updates are published the second Tuesday of each month. These updates are the primary and most important of all the monthly update events and are the only regular releases that include new security fixes.

ok i'm with you. so this CU only installs security updates if the system had the latest build. and the only diff. between this CU and the last is this one has security updates.
Yes, I got that Download button too. It rather took me by surprise as I'm not used to seeing that degree of control in Home. Patch Tuesday CUs used to download and install without waiting for any 'go ahead' from me.
The Pro machine also had a new addition I don't recall seeing before. I have group policy set to notify for download so I'm used to seeing 'some settings are managed by your organisation' in Windows Update. This time the blue 'installing updates, do not turn off the PC' screen had an extra line saying 'your organisation controls update settings'.
