I find it really unfortunate that Windows does not expose the on-top capability as standard in all cases.
It can be really useful. I've used 3rd party progs various to do that for years, and currently use Actual Windows Manager (cut down version Actual Title Buttons) to do that (not free), older (free) solutions I used having become obsolete.

(which do far more than this- this is a non-trivial program suite)
Here are Calculator, Groove, Wordpad as examples showing the extra button. Occasionally this is less than ideal (e.g. Windows shrunk to small size, non standard frames) and it can be necessary to adjust the button position offset in some cases.
Setting a window on top can be done in a couple of other ways too.
- Rt click on the title bar (where present) offers a drop down with options
- via a configurable programmable hotkey
- via a configurable title bar mouse click option
