Yes, as long as you still can uninstall KB4505903 from July 17 (18362.263), if not you must in place upgrade with iso 18362.239 then install cab KB4505903 from July 19 (18362.264).
I think there's a file something downgrade in KB4505903 from July 19, that make it can't be installed after we installed KB4505903 from July 17

Well I tried to uninstall it and when I select it the uninstall option is not offered so I'm stuck with it.

I also encountered the same issue as you. Fortunately I have a backup image of 18362.239. By restoring to .239 I can now perform the updates using the cab file. Hope you have a backup image too...
I just rolled back using system restore to before the initial installation of 5903. Once completed WU installed the latest iteration of it and once done I was updated to 264.
Please use system restore in offline mode to revert to before the componentcleanup, that causes .264 and also 18362.10006 to fail to install. Click shift/restart on the start menu, you will be presented with the recovery options, choose to proceed to system restore, the pc will reboot, choose a restore point say from the 17th/18th when windows modules installer updated with .263, wait several minutes, hopefully your pc will reboot with .239. And go on from there, refrain from windows update cleanup in disc cleaner, or dism startcomponentcleanup in the future.
this is confirmed to fix the BF3 fps loss, and may also resolve the ntoskrnl dpc latency issue.
