If this is a Cumulative "Update" (and quite small in size) does that mean that you'd have to have 18932.1000 installed first so it can be "updated" please?
No. That's why they are called cumulative.

Thanks Denis. That's what I first thought but then I thought that the size of it was small compared to downloading the build via the UUP dump site.

A Cumulative Update adds on to the existing version [18932 in this case]. The UUP dump site is probably providing the entire OS installation ISO.

Full ISO builds from UUP Dump or any other source will always be in the 3.6 - 4.0GB range. The full OS and all supporting code. Cumulatives are teeny in comparison, like this one at 224MB. And that's only if you DL it as a standalone. What WU will download, assuming you're reasonably up to date, is only a fraction of that....just what is needed, i.e the Delta changes.

    Update:

July 19, 2019 - IMPORTANT: Beginning with the July 2019 updates, Active Directory domain controllers will intentionally block unconstrained delegation across forest, external, and quarantined trusts. Authentication requests for services that use unconstrained delegation over the listed trust types will fail when you request new tickets. Administrators should reconfigure the affected services to use resource-based constrained delegation. For more information, see KB4494025.
