I found that odd as well. It does look like Edge is fine with the older, version 32.0.0.207 when tested with this:

However both IE and Firefox required this latest version 32.0.0.223 to get that Adobe green check mark message:

'Congratulation, your computer has the latest Flash Player installed'

Mine as well...immediate back to back restarts. As soon as the first restart booted to the desktop, the second restart prompt/notification appeared. Although, KB4506991 CU for .Net 3.5 and 4.8 was indicated as pending (queued) prior to the first restart. It may be that the .Net CU installs very quickly during/following the first restart and thus presents a restart prompt without giving any indication of what the prompt is actually for.

Mine did that also. Could be that there is an SSU built into the CU...???...that would "finally" make sense given the frequent requirement for installing an SSU before a CU.
