One of the Dona worker bees tweeted it was still in the works, and will come out, they're just taking their time. It was posted here on TF a few days ago and I don't remember where. Most talk is it will not be a feature rich build, more stabilizing bug-fixing. It's the one with the 30 month support cycle Corps go after. To use an old term, kinda like 19H1 SP1.

It's definitely still in the pipeline. As TC posted it seems like it will be a build up to a service pack for 1903. If MS do a good job of it I personally think it's a good thing and will hopefully clear up some of the small niggles with Windows 10 like the constant DCOM errors and warnings.
