    Starting with update KB4497934, we are introducing functionality that allows you to decide when to install a feature update. You control when you get a feature update while simultaneously keeping your devices up to date. Feature updates that are available for eligible devices will appear in a separate module on the Windows Update page (Settings > Update & Security > Windows Update). If you would like to get an available update right away, select Download and install now. To find out more about this feature, please go to this blog.
    When Windows 10 devices are at, or within several months of reaching, end of service, Windows Update will begin to automatically initiate a feature update. This keeps those devices supported and receiving the monthly updates that are critical to device security and ecosystem health.


    Improvements and fixes

    This update includes quality improvements. Key changes include:

    • Addresses an issue that prevents Microsoft Edge from opening properly in certain scenarios when you select a link within an application.
    • Addresses an issue that prevents an application from opening when using the command-line tool (cmd.exe) with the minimum (min) or maximum (max) options.
    • Addresses an issue that prevents the Calculator application from following the Gannen setting when it is enabled. For more information, see KB4469068.
    • Addresses an issue that prevents the Your Phone application from connecting to the internet via a web proxy server in certain scenarios.
    • Addresses an issue that causes Windows graphics device interface (GDI+) to return an empty font family name for Bahnschrift.ttf.
    • Addresses an issue that causes a device to stop responding periodically when using an East Asian locale.
    • Addresses an issue that cause the mouse pointer to disappear when using a Citrix Remote PC to connect to a Citrix XenDesktop Virtual Delivery Agent (VDA) session. For more information, see XenDesktop 7 Remote PC explained.
    • Addresses an issue that may cause a mouse press and release event to sometimes produce an extra mouse move event.
    • Addresses an issue that may cause the UI to stop responding for several seconds when scrolling in windows that have many child windows.
    • Addresses an issue that may cause Windows Media Player to close unexpectedly when playing media files in a loop.
    • Address an issue that prevents SharedPC policies from migrating properly during an upgrade.
    • Addresses an issue that creates duplicate profile folders during an upgrade if the profile folders have previously been redirected.
    • Addresses an issue that allows users to disable the sign-in background image when the "Computer\Administrative Templates\Control Panel\Personalization\Prevent changing lock screen and logon image" policy is enabled.
    • Addresses a desktop and taskbar flickering issue on Windows Server 2019 Terminal Server that occurs when using User Profile Disks.
    • Addresses an issue that causes a loss of audio when Windows hasn't been restarted for more than 50 days.
    • Addresses an issue with evaluating the compatibility status of the Windows ecosystem to help ensure application and device compatibility for all updates to Windows.
    • Addresses an issue that prevents Internet of Things (IoT) devices from activating after the installation of an earlier cumulative update package.
    • Addresses an issue that fails to update a user hive when you publish an optional package in a Connection Group after the Connection Group was previously published.
    • Addresses an issue that may prevent a provisioning package from being applied correctly in some situations when it’s used to invoke the CleanPC configuration service provider (CSP).
    • Adds support for a customer configurable safe list for ActiveX controls when using Windows Defender Application Control. For more information, see Allow COM object registration in a Windows Defender Application Control policy.
    • Addresses an issue that prevents a user from signing in to a Microsoft Surface Hub device with an Azure Active Directory account. This issue occurs because a previous session did not end successfully.
    • Addresses an issue that may prevent Windows Information Protection (WIP) from enforcing encryption on a removable USB drive.
    • Addresses an issue that may cause Microsoft Edge and other Universal Windows Platform (UWP) applications to display an error when attempting to print. The error is "Your printer has experienced an unexpected configuration problem. 0x80070007e."
    •  Addresses an issue that prevents an antivirus filter from attaching to DirectAccess (DAX) volumes.
    • Addresses an issue that causes Disk Management and DiskPart to stop responding when presenting some removable disks to Windows.
    • Addresses an issue with resetting a PC.
    • Addresses an issue that may occur when repairing Storage Spaces.
    • Addresses an issue that triggers a Group Policy update even when there are no policy changes. This issue occurs when using the client-side extension (CSE) for folder redirection.
    • Enhances isolated browsing when using Windows Defender Application Guard in Microsoft Edge.
    • Addresses an issue that causes Office 365 applications to stop working after opening when they are deployed as App-V packages.
    • Addresses an issue with programmatic scrolling in Internet Explorer 11.
    • Addresses an issue that may display the error, “MMC has detected an error in a snap-in and will unload it.” when you try to expand, view, or create Custom Views in Event Viewer. Additionally, the application may stop responding or close. You may also receive the same error when using Filter Current Log in the Action menu with built-in views or logs.
    • Addresses an issue that may cause Realtek Bluetooth radio drivers to not pair or connect in some circumstances after installing the May 14, 2019 update.
    • [ADDED 6/25] Addresses an issue with WinHTTP registrations that increase the registry size and delay the operating system’s startup. This occurs on devices that use proxy auto-config (PAC) files to define how web browsers and agents select an appropriate proxy server. To stop the incremental growth of the registry, update the following:

    Path: HKEY_CURRENT_USER\Software\Classes\Local Settings\Software\Microsoft\Windows\CurrentVersion\AppContainer\Mappings

    Setting: CleanupLeakedContainerRegistrations

    Type: DWORD
    Value: 1

    A value of 1 removes preexisting registrations; a value of 0 (default) retains existing registrations.

    If you installed earlier updates, only the new fixes contained in this package will be downloaded and installed on your device.

    Windows Update Improvements
    Microsoft has released an update directly to the Windows Update client to improve reliability. Any device running Windows 10 configured to receive updates automatically from Windows Update, including Enterprise and Pro editions, will be offered the latest Windows 10 feature update based on device compatibility and Windows Update for Business deferral policy. This doesn't apply to long-term servicing editions.


    Known issues in this update

    Symptom Workaround
    Certain operations, such as rename, that you perform on files or folders that are on a Cluster Shared Volume (CSV) may fail with the error, “STATUS_BAD_IMPERSONATION_LEVEL (0xC00000A5)”. This occurs when you perform the operation on a CSV owner node from a process that doesn’t have administrator privilege. Do one of the following:

    • Perform the operation from a process that has administrator privilege.
    • Perform the operation from a node that doesn’t have CSV ownership.

    Microsoft is working on a resolution and will provide an update in an upcoming release.
    After installing KB4493509, devices with some Asian language packs installed may receive the error, "0x800f0982 - PSFX_E_MATCHING_COMPONENT_NOT_FOUND."
    1. Uninstall and reinstall any recently added language packs. For instructions, see Manage the input and display language settings in Windows 10.
    2. Select Check for Updates and install the April 2019 Cumulative Update. For instructions, see Update Windows 10.

    Note If reinstalling the language pack does not mitigate the issue, reset your PC as follows:

    1. Go to the Settings app > Recovery.
    2. Select Get Started under the Reset this PC recovery option.
    3. Select Keep my Files.

    We are investigating reports that a small number of devices may startup to a black screen during the first logon after installing updates. To mitigate this issue, press Ctrl+Alt+Delete, then select the Power button in the lower right corner of the screen and select Restart. Your device should now restart normally.

    [ADDED 6/21] Devices may have issues connecting to some Storage Area Network (SAN) devices using Internet Small Computer System Interface (iSCSI) after installing this update. You may also receive an error in the System log section of Event Viewer with Event ID 43 from iScsiPrt and a description of “Target failed to respond in time for a login request.” Microsoft is working on a resolution and will provide an update as quickly as possible.

    Before installing this update

    Microsoft strongly recommends you install the latest servicing stack update (SSU) for your operating system before installing the latest cumulative update (LCU). SSUs improve the reliability of the update process to mitigate potential issues while installing the LCU. For more information, see Servicing stack updates.

    If you are using Windows Update, the latest SSU (KB4504369) will be offered to you automatically. To get the standalone package for the latest SSU, search for it in the Microsoft Update Catalog.

    EDITED TO ADD: Surprisingly or not, my PC has neither been offered, nor pulls this update? I only got KB4503864 yesterday evening:

    Install this update

    To download and install this update, go to Settings > Update & Security > Windows Update and select Check for updates.

    No, WU doesn't find it. At least, not if the machine already shows the Feature Update to 1903 in Windows Update.

    KB4501371 is a 'C' release and therefore optional. It appears that the 'Download and install now' feature can only show one optional update at a time and the feature update takes priority. This is what I see in 1809, 17763.557 on a machine that has been offered the feature update.

    While another machine that hasn't (yet) seen the feature update will find KB4501371.

    Yeah, got to the same conclusion myself.

    Still, the above approach is an interesting one (to say the least), and in my view should be the other way round actually, assuming that pull by 'check for updates' mechanism still work as it used to. Talk about integrity!

    I suppose MS assume (!) that you're going to perform the offered feature update, then a CU to 1809 becomes irrelevant.
    Not saying I agree but it makes a certain sense....as much as anything they do, does. A choice would be nice though

    In the beginning these C/D non-security CUs were automatic and could install/restart the PC up to two or three times a month. This made a lot of people very unhappy.

    My theory* is that, for want of any other mechanism to do so, the C/D updates are now classified as a feature update in order to distinguish them from the B release CUs. This would at least ensure you only get them if you manually check for updates.

    However....

    ...this all falls apart when there is an actual feature update in the pipeline.

    Well, judging by the content of this alleged feature update (C/D release) it really needs to be classified rather as one big patch with quite a lot of fixes (more or less urgent, don't know as I have not browsed this list in details).

    Which then implies that it really ought to be pushed to devices ASAP - trumping any genuine feature upgrades (to 1903 for instance), whether they're lined up, or not.

    This is how I would do it, of course, as to me it's just a common sense - but for some reasons Microsoft rationale seems at odds with this approach. But hey!

    (I just wonder if manual installation of this CU will get rid of 1903 invite for some time? I think I will try this today evening)

    The C/D releases are non-security previews of patches that will be issued next month. Only the Patch Tuesday B release has new security fixes, so MS's thinking seems to be that only the B release needs pushing ASAP.

    Well, just looking at these two bashfully hidden on the bottom of that long-ish list:

    These two were created by MS in the first place if memory serves right, and not so long time ago either - so if I were a MS, I would do my utmost to fix what I messed up ASAP. But hey!

    EDITED TO ADD: Just downloaded & installed this CU manually and 1903 Upgrade offer is still there.
