I upgraded a machine from a really early release of windows 10 (17XX) to 1903 in one go without any problems whatsover -- was an old Sony Vaio laptop with Intel Pentium IV processor -- I did use though the UUPMethod and had to burn the ISO to an actual DVD because that laptop for some reason didn't like booting from a USB stick --although BIOS does allow it to boot from a USB device. The sony VAIO laptop still has a physical built in DVD device.
Unless you are specifically testing Windows WU procedures I would suggest always going the UUPDUMP route if you are either not getting presented with the update or it fails for various reasons.
If you have a few machines to update then using UUPDUMP saves downloads on these machines too.
If UUPDUMP fails to work then you really do have a problem with the way your hardware / software is configured so maybe a clean install is the only solution.
However always take a backup before doing any major updates or making big changes.
