There might be some corruption in your system, meaning you have to go the routine route:
-Dism.exe /online /Cleanup-Image /scanhealth
-Dism.exe /online /Cleanup-Image /checkhealth
-Dism.exe /online /Cleanup-Image /restorehealth
-sfc /scannow
And even
-chkdsk /R C: (in a command prompt with admin privilege)
30 minutes or so to update on the first try. After a few hours of use it all seems to be working correctly.

I'm late to the party again . . . New Build dropped while I was teaching my Windows class students how to check for updates . . . kind of ironic . . .
I don't know if I want to update tonight, or wait until after my Windows 10 Beginner class tomorrow. I guess I'll wait awhile and see if I feel like updating later tonight.
Installed 18912 in about 40 minutes using WU on the first try. sfc /scannow will only finish 35% after one reboot with the following error...Windows Resource Protection could not perform the requested operation. Other then that, al seems OK.

That's the problem with Insider builds, they have bugs. That is the way to go when you have problem with an update/upgrade; the best thing to do is to roll back. Like yesterday I was trying to upgrade my PC from 1809 to 1903. It was such a harrowing experience (Edge won't launch at all + one of my headphones a Sony one wouldn't pair with my system) that I had to roll back to 1809 where obviously everything is running super smooth. I have tried every trick in the book to fix the problem, but to no avail. I will stay on it (1809) for a while probably until 19H2.
In your case, I would probably run the DISM.exe command-lines + sfc /scannow + chkdsk /R C:, before attempting to upgrade again to 18912 (20H1).
