Yes, they do, and that's why there's an Insider Program. And why we Insiders get the updates first; to test them for bugs. If a non-Insider gets updates through the various means available, such as UUPDump, Heidoc, etc., they're taking the life of their computer into their own hands and Microsoft is not to blame, since such an update isn't official.
Unless the bug is a show stopper and Windows just doesn't work at all, Insiders report the problem through the Feed Back Hub. If we Insiders roll back the instant there's a problem, we're not doing the job we signed up for.

The wording of my phrase was not probably correct, but that is exactly what I meant (the way you describe it). When one signs up for the Insider Program, expect to have bugs. That is the purpose of this level of flight. Funny enough, since I have been on Fast/Skippy on my second machine, I have never encountered any big problem which would make me roll back.
One thing, I have to mention though, is that if the machine is basically unusable, one doesn't have any choice but to roll back. Strangely enough, Fast/Skippy runs better than 1903 on my production machine where I had to roll back to 1809 after two attempts.
